Implements the first pass of #6.

What changed:

  • add base/head branch and commit-message context to reviews
  • reuse the existing automated-review comment as prior context
  • improve repository guidance discovery and manual-dispatch checkout
  • validate pull-request input and extend test coverage

Validation:

  • python3 -m unittest discover -s tests (6 passing)

Follow-up: live workflow-dispatch verification and optional scoped guidance remain in #6.
